Attendees who complete the prerequisites and hands-on training will receive a World Sailing-compliant US Sailing Sanctioned International Offshore Safety at Sea with hands-on training Certificate.

Prerequisites
First-time certificates: Complete the Online Safety at Sea Offshore Course (units 1-15) before taking a hands-on (1-day) course. The Safety at Sea Offshore certificate must be dated within 365 days of taking the hands-on course.

OR 

Take a one-day in-person US Sailing Sanctioned Offshore Safety at Sea Course and then take the hands-on course (choose the 2 day for this if you have not attended one). The Safety at Sea Offshore certificate must be dated within 365 days of taking the hands-on course, and a copy presented to SCYA.

US Sailing Sanctioned International Offshore Safety at Sea Refresher Course

Holders of existing International Offshore Safety at Sea with hands-on training Certificates (not an Offshore Certificate) less than 7 years old, may attend a Refresher Safety at Sea hands-on ONLY (1-day) course. This certificate has a World Sailing logo on the left side of the certificate.

You must take Online Safety at Sea: Offshore Upgrade (units 11 – 15) before attending the Hands-on Training ONLY (1-day) refresher course. Upon completion of hands-on training and verification of the completion of the online course, US Sailing will issue you an International Offshore Safety at Sea certificate.

OUR SPEAKERS & MODERATOR

CAPTAIN DEBBIE HUNTSMAN - MODERATOR

Captain Debbie HuntsmanDebbie Huntsman has three decades of inland, coastal and international cruising and racing experience along the North American coast and the Gulf of Mexico. She has sailed desert lakes in the Southwest, Lake Pontchartrain near the Gulf and has cruised the Bahamas, Caribbean and South Pacific.

After 21 years of service she retired from the Coast Guard Auxiliary with an AUXOP certification encompassing speciality qualifications in Search and Rescue, Communications, Seamanship, Navigation, Weather, Master Instructor and how to do proper paperwork. She qualified as a USCGA small boat coxswain. She was a volunteer delivering public boating safety education for the 8th Coast Guard District, States of Arizona, Nevada, Utah and Louisiana. She is currently a US Sailing Safety at Sea moderator.

DR. DEBBIE JUSTER

DR. DEBBI JUSTERDr. Debbi Juster learned to sail as a teen at Mother’s Beach in Marina del Rey. She still enjoys day sailing, racing and cruising. Using her medical background as a physician, specializing in internal medicine, she has assisted multiple times when sailors have become sick or injured while underway. Dr Juster has had a long and distinguished career including participating on many medical missions abroad.

Dr. Juster will focus on prevention of medical problems, early recognition and what to do when there is a medical emergency.

JOHN JOURDANE

JOHN JOURDANEJohn Jourdane has sailed over 430,000 documented miles including 66 West Coast / Hawaii or Tahiti crossings, 23 Transpac races with returns: six Pacific Cups with returns and three Vic-Maui Races with returns and a dozen Atlantic crossings.

With three circumnavigations and every major yacht race in the world in 1993 Yachting Magazine identified John as the World’s Best Racing Navigator. He has shared his vast knowledge base with Safety at Sea participants for three decades.

KAREN PRIOLEAU

KAREN PRIOLEAUKaren Prioleau is the Professional Mariner Program Coordinator and a faculty member for the Orange Coast College in Newport Beach California.

Karen has extensive offshore experience including multiple Pacific crossings, Panama Canal, South Pacific and the Caribbean. Her longest passage was Newport Beach to Easter Island. Karen expires to make one offshore passage each year to get herself out of the classroom and back on the water. 

DAVE ROBERTSON

Dave Robertson has over 50 years experience as a sailboat rigger/outfitter in Marina Del Rey. The Southern Californian who has an extensive sailing pedigree has been involved in sailing safety for three decades. 

Dave has sailed worldwide — the Atlantic, South Pacific, competing in major international ocean racing as well as enjoying cruising. Dave says humbly about his vast experience, “I don’t know everything, but I know enough people to find out just about anything.”

CAPTAIN LESLIE WASHBURN

Captain Leslie WashburnLeslie Washburn, raised sailing the Great Lakes, is a USCG licensed captain with a 50GTS MMC. She has accrued over 20,000 bluewater miles through cruising, chartering, and deliveries, crossing both the Atlantic from west to east and the Pacific. As a competitive sailor, she has achieved podium finishes in both buoy and distance races, including the overall Chicago NOOD Championship, Verve Cup, Mackinac Cup, and N2E. With participation in over 27 Chicago to Mac regattas, she has also secured her membership in the Old Goat Society.

Her resume, however, doesn’t capture her experiences of navigating Force 10 conditions in the Atlantic with an injured crew or surviving a wreck on a South Pacific reef. With her extensive ocean experiences, Leslie is set to share tales, discuss preparations for unforeseen events and offer insights.

IF YOU CHOOSE ONE OF THE SEMINARS THAT INCLUDES ONLINE TRAINING:

To receive a certification you MUST have completed US Sailing’s Offshore Safety at Sea online course and provide their certificate of completion before attending. The prerequisite for most people is the “Offshore” course covering 14 topics (1-15) to receive the US Sailing International Safety at Sea with a hands-on training certificate. If you are registering for the REFRESHER seminar, you must complete units 11-15.

***Please note, you must take your hands-on course within 365 days of completing the online course to receive your International Offshore Certificate. ***
***REFRESHER: your certificate must not have an expiration date more than 7 years old.

To receive a certificate, you MUST be a US Sailing Member. US Sailing Members receive a discount on the online courses by using the discount code found on the US Sailing website in your “My US Sailing:” account number under Member Coupons.

The online course covers a broad range of material. There is an examination after each of the topics and at the end of the course. A hard copy textbook that condenses the online course material may be purchased to be picked up when you arrive for the hands-on day.

You must complete the online course at least 3 days before the in-person part of the course so it can be available in the US Sailing database as being completed. If not, you will not be able to attend the hands-on day. 

HANDS-ON TRAINING

Hands- On Training is required for the US Sailing International Offshore Safety at Sea Certificate. You must attend the Saturday seminar or complete the required online modules before taking the Sunday Hands-On Training.

This course complies with ISAF Guidelines as well as World Sailing Offshore Personal Survival Course guidelines and includes a US SAILING certificate.

  • SER Categories: 4.3.1 and 4.3.2
  • World Sailing OSR Categories: 0, 1 and 2
  • Certification is good for 5 years from the date of the course

OUR US SAILING SAFETY AT SEA LEAD MODERATOR

Captain Debbie HuntsmanCaptain Debbie Huntsman, as a product of her father’s intensive MacGyver training, began as a boating safety education instructor in 1997. Along with continually developing her seamanship, having fun safely has been a primary focus in her sailing. A licensed Coast Guard Captain, Debbie has served the sailing community for over 30 years in a variety of capacities with state, federal, and non-profit agencies. She has sailed most of the west coast of the U.S. and Mexico and loves the splendor of offshore sailing. She races as well, along the Gulf Coast and from Pensacola to Havana on a very fast boat, loving every minute of the adventure. With her husband, Debbie helped train law enforcement officers, patrolled San Diego harbor after 9-11, and found her way to Safety at Sea, where she can apply her wide array of sailing and training experiences with an emphasis on benefiting women.
